Local Benefits and Support for People with Hearing Loss in Cornwall

Living with hearing loss can affect many aspects of daily life, from getting around and enjoying leisure time to finding and staying in work. The good news is that a range of schemes, benefits, and local services are available right here in Cornwall and throughout the UK to make life easier, more accessible, and more affordable. This guide brings together some of the most useful resources, particularly for those in Cornwall who are deaf or living with hearing loss.

1. Disabled Persons Railcard

If you have a hearing impairment, you may be eligible for a Disabled Persons Railcard, which offers:
  • 1/3 off train fares for you and a companion.
  • Discounts on both local and national rail journeys.
  • Easier access to work, leisure activities, and appointments across Cornwall and beyond.

Applications can be made online via the Disabled Persons Railcard website and typically require proof of your hearing loss, such as a letter from your audiologist.

2. Access to Work - Financial Support for Employees

Access to Work is a UK government scheme that helps people with disabilities or health conditions, including hearing loss, to start or stay in employment.
If hearing loss makes certain parts of your job difficult, your employer must provide what’s known as ‘reasonable adjustments’ to reduce barriers, for example, flexible working arrangements or providing quiet meeting spaces.
Where extra support is needed beyond what your employer can offer, you may be entitled to an Access to Work grant. This can cover:
  • Assistive equipment such as hearing loops or personal listening devices.
  • Communication support including British Sign Language (BSL) interpreters or lip speakers.
  • Specialised technology like speech-to-text software.
  • Help with travel costs if public transport is challenging.

The grant does not need to be repaid and will not affect other benefits being claimed. More information is available on the GOV.UK Access to Work page.

3. Disability Confident Employers in Cornwall

Many Cornwall employers are part of the Disability Confident scheme, which encourages inclusive hiring practices and workplace adjustments for people with disabilities.
When you see the Disability Confident logo on a job advert, it means:
  • The employer is committed to recruiting and supporting disabled staff.
  • Applicants with disabilities who meet the basic job requirements are guaranteed an interview.

This can be particularly helpful for job seekers with hearing loss, ensuring fair opportunities in the recruitment process.

4. Support to Work - Employment Advice from Scope

Support to Work is a free employment service provided by the charity Scope. It offers personalised, remote advice for disabled people in England and Wales who are looking for paid work. The service helps with improving CVs and job applications, developing interview techniques, and building job search skills and confidence. Appointments are delivered online, by phone, or via text, making it accessible for people based in Cornwall.

5. Job centre Support and Specialist Programmes

Local Job centres can help connect you with disability-friendly employers, training opportunities, and work preparation programmes. They can also arrange employment assessments to match your skills with suitable roles.
Ask your Job centre work coach about:
  • Work and Health Programme – support for finding and securing work.
  • Personalised Employment Support – one-to-one guidance for people with more complex needs.
  • Pioneer Service (delivered in Cornwall by Seetec Pluss) – specialist help for people aiming to find work within 12 months, including training, introductions to employers, and financial support for travel or workwear.

Using your postcode find you nearest Job centre Plus coach here on the Gov.uk website.

6. Mental Health and Wellbeing Support

Hearing loss can sometimes affect emotional wellbeing, making mental health support an important consideration. Services available include Able Futures, which offers confidential workplace mental health support for employees and apprentices, and the Cornwall & Isles of Scilly NHS Mental Health Response Line, providing free 24/7 support on 0800 038 5300. If you’re employed, speaking to your manager early about any challenges can also help them provide timely and effective support.

7. Supported Employment in Cornwall

For individuals who need more structured help to move into work, Supported Employment services provide one-to-one assistance to:
  • Find suitable job opportunities.
  • Learn the skills needed for the role.
  • Build confidence with workplace travel and communication.

In Cornwall, United Response offers supported employment programmes. You can call 01872 250 150 or visit their website to find out more.
